Recently, the Ministry of Commerce, Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Industry and Information Technology, and State-owned Assets Supervision and Administration Commission of the State Council jointly issued the Guiding Opinions on Further Improving the Overseas Comprehensive Service System (referred to as the "Opinions").
The Opinions stated that currently, the scale of Chinese enterprises going global is constantly expanding, and they are actively exploring diversified markets. The demand for high-quality and professional overseas comprehensive services has increased significantly. To support the stable and healthy development of these enterprises, with the approval of the State Council, the Guiding Opinions on further improving the overseas comprehensive service system are put forward.
Integrating and Innovating Local Services
Explore and innovate service models. Localities with conditions are encouraged to rely on pilot free trade zones, free trade ports, and national comprehensive demonstration zones for expanding opening-up in the service sector. They should give play to advantages such as open hubs, headquarters economy, and service resources, take the initiative to align with high-standard international economic and trade rules, carry out pioneering and integrated exploration, and build overseas comprehensive service ports.
Extending and Improving Overseas Services
Leading enterprises going global are supported to participate in the construction of overseas economic and trade cooperation zones (referred to as "cooperation zones"). They should strengthen policy communication with host countries to create a stable and predictable business environment for the development of enterprises in the zones.
At the same time, overseas Chinese-funded enterprise associations, cooperation zones, and Chinese-funded legal service institutions with conditions are promoted to establish overseas comprehensive service stations in key countries and regions. These stations will assist enterprises in meeting on-the-ground service needs and provide continuous services for overseas enterprises to build international marketing networks and explore overseas markets.
The Opinions finally emphasize that the great significance of further improving the overseas comprehensive service system should be fully recognized. On the premise of adhering to the bottom line of safe development, the role of relevant working mechanisms should be fully utilized to strengthen inter-departmental cooperation and internal and external linkage. This will enhance the efficiency of overseas comprehensive services, realize the high-quality supply and efficient matching of overseas service resources, and provide strong support for overseas enterprises to participate in international cooperation and competition.
