ONE: New Regulations for Lithium Battery Transportation at Ningbo Port!

On October 22, Ocean Network Express (ONE) issued a notice on the "New Mandatory Document Submission Regulations for Lithium Battery Dangerous Goods at Ningbo Port". The new regulations took effect immediately upon issuance.

ONE released this notice to emphasize the important update made by Ningbo Maritime Safety Administration on the documents required for the transportation of Class 9 dangerous goods (lithium batteries) via Ningbo Port, China.


Submitting the Safety Data Sheet (SDS) has long been a mandatory requirement. Now, Ningbo Maritime Safety Administration stipulates that all relevant booking applications must additionally submit the UN38.3 test report. To ensure continuous compliance and avoid severe cargo delays, penalties, or rejection at the port, relevant parties must strictly abide by the following enhanced regulations:

1. Scope of Application of the New Regulations

The regulations apply to all lithium battery cargo classified as Class 9 dangerous goods, with the following specific UN numbers:
  • UN3090 (Lithium metal batteries)

  • UN3091 (Lithium metal batteries contained in or packed with equipment)

  • UN3480 (Lithium-ion batteries)

  • UN3481 (Lithium-ion batteries contained in or packed with equipment)

  • UN3536 (Lithium batteries contained in cargo transport units)

The applicable scenarios cover all transportation activities involving Ningbo Port, including export (loading), import (unloading), transshipment, and transit.

2. List of Required Documents for Booking

For all applicable lithium battery dangerous goods bookings, in addition to other dangerous goods-related materials, the following two key documents must be submitted simultaneously:
  • Safety Data Sheet (SDS)

  • UN38.3 test report

3. Compliance Key Points

UN38.3 refers to Section 38.3 of the Manual of Tests and Criteria (compiled by the United Nations Committee of Experts on the Transport of Dangerous Goods) regarding lithium battery testing. The UN38.3 test report must clearly indicate that the battery model meets the safety requirements specified in Subsection 38.3 of the manual.


In case of missing documents or inconsistent information (e.g., mismatched battery models), relevant parties will face corresponding fines, the cargo may be refused shipment, and the vessel may be denied berthing.


It is reminded that shippers and freight forwarders, to ensure smooth cargo clearance at Ningbo Port, should submit the UN38.3 test report and SDS as required documents simultaneously when applying for dangerous goods bookings, and prepare the relevant documents in advance. Before shipment, they should also check the shipping schedule and freight rate information in advance to make a good cargo transportation plan.
