Recently, the Maritime and Port Authority of Singapore has updated the requirements for ships arriving during Covid-19.

This circular supersedes Port Marine Notice No. 40 2021 and is effective from March 15, 2022

"Shipping lines, agents and masters must ensure that all operations (such as cargo operations, bunkering, ship replenishment and storage, and other marine services) are conducted with contactless or contactless isolation protocols," the notice said.

For bunkering operations, the notice states that no one other than MPA-licensed port pilots, authorized government officials and MPA-approved personnel are allowed to board the vessel. Refueling barge crew members are not allowed to board visiting ships, nor are visiting ship crew members allowed to board bunkering barges.

"Communications and/or documents sent, such as fuel delivery notes, should be delivered by phone text message or email."

In addition, the notice states that crews of visiting ships are required to connect hoses at the ship's multi-pipes, while bunker surveyors are not allowed to board bunker barges.
